If you are baking, I'd go 2tsp extract to 1tsp of seed, since the extract loses a lot of its flavor when cooked. In something not cooked, more like 1:1.

Extract is different from oil - you want to use 1/3 of extract vs. seed - recipes calls for 1 tsp of seed, use just over 1/4 tsp of extract.
