Its possible. Pull apart one of those cheap imported 'garden lights' ( usually available in hardware discount stores).
You will see a pretty simple circuit that does this.
Usually the circuit uses a couple of transistors to oscillate and switch the power from the solar panel into some capacitors or coil, then switch the coil or capacitors to the battery. by designing the 'switch' correctly, the voltage will be increased enough to charge the battery.

You're reading I want to make a circuit that will use a solar panel to charge a AA during the day and then when the voltage from the panel drops off the battery will power a LED light. Is it possible to make a circuit that will do this?
