  If 'action of intent' means 'commission of the crime,' then "I think the CCTV was bloody fuzzy enough not to make out my face. You probably just went off the skin color and body build. There are a LOT of people out there who match that up with me."

• (If my license was stolen:) "The thief who stole my license used it to point investigators down the wrong path! Of course any criminal can plant evidence leading to the wrong person; ANYTHING it takes to keep you from finding the right guys!"
   
  (If my license is still with me:) "Dude, my driver's license is RIGHT HERE!" (pulls out wallet, shows you.) "I don't know how they did it, but my guess would be somebody either took a picture when I left my wallet unattended somewhere somehow, and used it to create a duplicate fake! Then s/he planted the wrong evidence to lead you down the wrong path. Either that, or they must've hacked the DMV database, pulled a random license (or the one of someone they're holding a grudge against,) and done the same thing."
