It originates in hunting. You "tread lightly" so as not to alarm your prey. In metaphorical terms, "treading lightly" means dealing with a painful subject delicately (so as not to upset the subject of the questioning)
The original phrase came from an african proverb that states " Speak softly and carry a big stick". Teddy Roosevelt was a Big Game hunter in his day and pick up the phrase.
