A friend of mine is bi-polar and walks a lot. She is routinely stopped by the police while walking and asked to submit to searches etc. They claim she is intoxicated due to some of the side effects of her medication. Is this police harassment?

    Is she routinely stopped by the same officers or different officers? And how is she acting?

    The answer to your question will depend on the answer to these questions. But in short, if she appears intoxicated, then it is probably not harassment. You can be a danger to society even when impaired on a legal substance.

    Its just good police work. the officers have proabable cause and its also checking on her safety.
