No, my neighbour went to vote all though he had commited a felony, and they wouldn't let him.

No. But it doesn't matter because your vote doesn't really count anyway.

Doesn't matter what state you were convicted of a felony in. A felony conviction revokes certain civil rights like the right to vote. Until your civil rights are restored, you can't vote at all in any election.
