  • The don't have to stay open at all, but they can so long as the place is still safe to inhabit.
  • As long as you aren't in danger, they can stay open as long as they want. If you have access to water, then I don't see a problem.
  • Since you are U.S., check with OSHA and local city & county ordinances. You may even want to check with the Department of Labor.
  • I used to work for State Government. We would be closed immediately and would not open until water was available again.
