Help answer this question below.

I want to start small. Something like hosting a server from my house small. Do I really need to get all the licenses, permits, forms, etc. etc. just to set up a computer as a server in my house? After all, it is just me and a computer.

    Server for???? Having a server is not taxed or subject to fees and what not - its what you do with it that matters.

    As for Small Business:

    There are still a lot of good programs, loans and even 'gifts' or 'free money' for small business owners.

    Taxation of a small business and your assets can include things like your car - yeah I know you drive it all over, but if you use it for business it is a business car - thus it falls under business assets. Even the room you have selected to use as the server's new home and for your office becomes 'asset'.

    The First two years of having my own company I was in the red, my business write-offs were used by my spouse in filing personal income taxes - we got money back. Of course you need to discuss with a good accountant how this all works, but a lot of your home stuff become 'business stuff' and can be useful in getting tax breaks not only for the business but for say the spouse.

    Things like health care - a lot of insurance companies carry policies designed for small businesses - they can be cheaper than say two plans for two people, (you and your Spouse as example). can be turned around to benefit your personal home life.

    So before you decide to not do a business type thing, I think you should really deeply research it, talk with a CPA and ask them how accounts and taxes work within a home based business and how it will affect your earnings from another outside job, or your spouses earnings.
