Section 7.3.1.2 in the Life Safety Code has a formula. The occupant load shall be not less than the number of persons determined by dividing the floor area assigned to that use by the occupant load factor for that use. Table 7.3.1.2 lists the occupant load factors.

Wisegeek.com shows the basic formula as the square footage of the room divided by 36. Other factors such as permanent columns, built-in counters, etc. are also factored in. Only the Fire Marshal can determine the Maximum Occupancy.
