  • I see no problem with it, as long as neither of you are married. It's not like you're blood-related or anything. In fact, in past times, two brothers marrying two sisters was fairly common when families lived much further apart.

  • No, but if you have problems in the relationship, don't expect your brother or his wife to take YOUR side. (Your brother, if he wants to keep his wife happy, and your sister-in-law, if she and her sister are close, or even if they AREN'T.) The reverse is true, too... If THEY have problems in their relationship, YOU should not take sides, as SHE shouldn't, either. SOME people do think that "in-laws or step-family are not fair game" in the dating or getting into a relationship with. There's nothing legally or morally wrong with it, but if either of YOU, (or either of your relatives) have a problem... WATCH OUT!
