That will depend on the laws and requirements of your voting district. However, even if you live someplace that requires you to present identification before you can vote, they will almost certainly accept other identification than just your voter registration card. In other words, you probably don't need it to be able to vote. Call the local election bureau or whatever agency is in charge of registering voters for your locality and speak with them. They can tell you how to get a duplicate card, what identification will be acceptable in place of the card, and where your polling place is.
