Traditionally, it's been interpreted as coming from the verb meaning "he is" or "he will be" and implies God's eternal existence and unchanging nature. That nature is explained in Exodus 34:6-7 where God's gracious and forgiving nature is heavily emphasized--but at the very end it says He's not a patsy and if someone tries to take advantage of His good nature for wicked ends, he'll get it in the neck. Yahveh emphasizes God's relationship with mankind, where the other usual title--Elohim in Hebrew--emphasizes God's power.

It means "He causes to become",-highlighting that Yahweh (or Jehovah) is the Fulfiller of promises.
