I would consult a dermatologist (go to a woman if possible) who could see exactly why you are getting these poor results. I am sure with todays modern medicine and knowledge, she can give you something or tell you what to do so that you can get rid of the hair somehow (electrically or otherwise), without the side effects you have been experiencing.
They really know what they are doing and have seen it all, so I have high hopes seeing a dermatologist can help you!
I get ingrown hairs on my face. I searched the net and heard of something called "tend skin". I found a bottle at a store in our mall and have been using it since. It seems to be working, although it's only been two weeks. I haven't gotten any bumps nor any ingrown hairs in that area. Pre-menapause is the cause, but I believe Tend Skin will be the cure. Find a partner that accepts you for the beautiful person you are inside and let the hair on your legs be. During the winter, I never shave my legs, who is really going to see them but me and my old man.
My best friend has the most sensitive skin.. she uses coochy and does not break out. She swears by the stuff. Just look up "coochy rash free body shave cream" and check out the product.

Do you shave in the shower? It's best to shave towards the end once the hot water has had a chance to open your pores. Also, have you tried shaving with baby oil? or a ladies shave gel? Sometimes, with me, the cheap disposal razors make me break out so I have to use one of the more expensive kinds that you buy replacement blades for. Also, put lotion or baby oil on right after you get out of the shower while your pores are still open so it can get absorbed well. I can only shave about every other day for the same reason as you. If all that doesn't work, you might want to ask a doctor. You might be allergic to something you're using or the type of blade. My daughter is allergic to the metal used for some snaps, so we have to be careful what type of metal stuff she comes into contact with. The last resort might be using an electric shaver, they don't get as close, but it's better than breaking out. Good luck.

You're reading I have very sensitive skin and when i shave my legs i either break out in rashes, or i get bumps everywhere that dont go away. ive tried different things such as waxing, nair, and all that and they are even worse on my legs.. any suggestions?

Well since you will be shaving for some time to come, unless you can afford laser treatments which are VERY expensive for permanent hair removal, seeing your doctor is the wise thing to do, and hopefully paid for by insurance!
