    If you make $50K +/yr, when the child is 16 - quit claiming him/her on your tax return. He/She will then be eligable for a low income Pell grant as an independant student. make sure they don't have traceable assets on turning 18.

    Go to fastweb.com you fill out a profile and they automatically list all the scholarships you are eligible for.
