Honestly, I haven't the slightest idea.
I believe TLC is only on in the United States and Canada, because on the show "What Not to Wear", which Stacy London is one of the hosts of, they have made reference to "their viewers in Canada and the US."
She hosts the show What Not to wear with Clinton Kelly.
She also hosts the show Fashionably Late with Stacy London!!

Where did Stacy get the black jacket she wore in the Macy*s segment in the Carrie episode? Also, she was wearing this huge ring (same segment). Does anyone know where she got that?

Why does Stacy London use such unbecoming phrases such as "Shut Up!" and "Holy Crap" - they tarnish the sophisticated image she is portraying.
