its actually blue in the body until it hits air then its red, its blue when it eaither just comes out of the heart or has to go to the heart...oxygen makes it blue and it gets that from the heart so ya

red blood cells are always red, whether they are deoxygenated or not, the Iron group (the heam- part of heamoglobin, the protein which taken up oxygen) gives them their red colour, and since it is always present in the cell the cell is always red.
