"Children with special needs" sounds slightly better, but where possible its best to specify the particular need that child has e.g. "children with physical disabilities" "children with learning difficulties" or "children with autism". It could be argued that all children have special needs, and those needs will be different depending on their situation.

Always, always, always refer to the child first and not the disability. It is horrible when someone says, "My autistic son, Billy" instead of "Billy, my son who has autism."
