Generally this occurs on older cars from the 60's and 70's or any car that uses a physical cable. When the cable thats hooked to the transmission gets unlubricated within the fexible tubing that hold the cable, the cable binds against the tubing and drops the speed, when the cable breaks free it jumps back up to the speed you are driving. Replace the speedometer cable with a new one, the old ones cant be oiled or fixed.
