When a member is excommunicated (effectively a non member), they are told they can wear their garments if they cut the symbols out. would it be appropriate for a non member to wear garments IF they cut out the symbols?

The referenced article claims, "...within Mormonism even married couples must 'cover their nakedness' in front of each other and wear garments while sleeping together..." Frankly I find this hard to believe - is it true?
