  • Ok. Legally, 18. But like Omegacrep said, you can find places that don't really care and just want the money. Keep in mind though, those places have a higher risk of spreading infections and hepatitis.
  • When I taught in California, I had students who got them in the fifth grade. Finding out their parents actually signed a waiver for them to get it (they were twin girls), I called Child Protective Services who summoned them. They were fined. CPS wanted the tattoos removed but they relented when they realized that would hurt worse than the tattoo application.
