Yes. Here in California the Calif. Driver's License is our primary identification card, for cashing a check or opening a bank account. I got mine in 1969, when I was 16. The public high schools still had Driver's Education classes and in-car driver's training.

Yes, I believe that is the designed function of guilt. It usually works, but apparently some people can accommodate themselves to it so they are no longer restrained by it. I wonder if there's a way to help these trouble-makers regain their senses.

I learned that technology is the application of the knowledge of science to make products useful to mankind. So technology comes from smart people using their minds to make useful stuff from the scientific discoveries of other smart people. So I guess it comes from smart people.
