Is it considered plagiarism if I draw/paint a picture of a somewhat famous person (Johnny Cupcakes) and the picture I'm "recreating" is one of his press/publicity photos?
I don't know if it's plagiarism, but it's not your idea in the first place. Someone before you came up with the composition, the shading, etc... and as far as the drawing is concerned, all things are better taken from 3-D objects in a situation YOU observe, not a 2-D photo.

I always thought that Moulin Rouge was a la La Boheme, therefore perhaps also a touch "Rent"?
