The only ones who should be subject to such a rule would have to be a person born with a mental handicap that makes them incapable of understand sex or parenting..If you are talking about say..a tendency towards ,oh schizophrenia or dwarfism, then it should only enhance our society and could help...

I looked at the pictures and first chimps do not count, you silly. Some got the up and comings by the crowd or bf. Some were unintentional, I think. And the rest should be arrested for sexual assault. But as a women I can not tell you how many times I have been groped in crowd, or darkened...
