Usually it's a pattern. The child beaters grew up with a parent who beat them and they grow up to do it. apparently, it's very difficult for them to break out of the mold. Some do, but I think it's fairly rare.

I had this question also when I was young and busted for an auto insurance rule that I didn't know existed. This probably isn't the answer you want, but the truth of the matter is ignorance is not a valid excuse. It's our responsibility to know what the law is.
