Do you think that they flyover of the Presidential plane in New York was an example of President Obama's future planning (or should I say, "lack of planning?)

I have to ask why with this fly over everyone was so scared yet when the US Airways plane was not only low enough to fly into buildings, it actually landed in the river, that no one was screaming "PANIC". Yeah, so there was a low flying airplane. I'm sure the thoughts of 9/11...
