From my own experience it is a sign that the mouse needs a bit of cleaning.
Fluff and detritus gathers inside, and eventually you need to clean it out.
This easy if there is a 'ball' in it.
Just flip the ball out and then remove any fluff etc, with an old soft toothbrush.
Otherwise the rollers inside the ball may be clogged up and need cleaning.
If all else fails borrow another...

FAT is not a file format.
FAT is system (or way) for storing files on a disc.
NFTS is another way.
Each has their own advantages and disadvantages - I use NFTS.
You can format your disc (usually your hard disc) in whatever format you choose (note that you lose ALL files and operating systems on the disc).

I would suspect an intermittent connection in the mains lead to the lamp you refer to.
As the intermittent (or bad) connection open circuits or closes again it will put many spikes onto the mains and that could affect your tv.
Check the cabling and connection points, fuse, and plug pin cleanliness of the lamp.
No way is it spooks (I'm afraid I do not believe in them).

If you don't already have a gmail account create one.
You can then use their 'Mail fetcher' to import all your emails from one account at a time.
You can then send them all out to your 'desired' final mailbox.

See if you have it or load your cd and locate that directory.
