there is a reason the freon leaked out, he refilled it and apparently it leaked out again. He should have put a tester on it when he first checked it to see if it would hold freon, tighten all connections etc. He could have told you at that point whether the Compressor would hold a new batch of...

problem with brick and concrete is that it is porous, and it is not just a surface stain that you can clean off and have it completely disappear for the most part. ...First i would power wash the bricks/blocks with a machine that gives you lots of pressure and see how they look after drying....
