This might be one of those cases where it's reasonable to take the law into your own hands. It's very unlikely the officer will be punished for what he did. That would be one thing, but you have to keep in mind that this piece of crap will still be carrying a badge and gun. He'll likely hurt other people too, just like a murderer or rapist would.

According to my understanding of Christian cosmology, Satan is generally not seen as capable of creating in the sense that God can. I've never done it, but there's nothing inherently wrong with using rice as an adjunct in beer making --- or pretty much any other edible plant product. Unlikely. The problem with traffic capacity is that additional capacity generally means less efficiency. In many cases, removing lanes improves the equilibrium.
Also, there's no room for more capacity in most urban areas. Suburbs sometimes have room for a bit more, but usually there isn't space to turn 4 or 6 lanes into 10.
Overall, more highways would be a poor investment....

Without seeing the bill, I can't say, but it sounds like it means that the bank got a corporate charter from the state. Back then, corporations weren't just started in a day. It took a legislature (or in in the UK's case, the monarchy) to grant it.
