I asked roughly the same question about a week ago -- no answer yet. I believe strontium aluminate with europium activator can be incorporated into plastic with a low melting point. Also, this compound, marketed as a type of glo powder, can be 'charged up' -- excited to a glowing phase -- by UV radiation. I wonder if the radiation produced by atomic decay can be transformed into light.
