Short answer - "Yes". But...
There are multiple types of seizures. They can basically be divided into "simple" and "complex". By definition, you don't lose consciousness in a simple seizure, and you do lose consciousness during a complex seizure.
A person could have a simple seizure, where one area of the brain is misfiring, but consciousness is not...
