Actually yes it can. You can buy a cd repair device. Spray the liquid on the disc and put it in the potable cleaner. It should help. I had bought my at software ect. Costs about $10. Hope this helps.

This happened to me too. Your Dreamcast has basically expired. For some reason Dreamcast's systems couldn't last long. Also the lens are very fragile. My advice get a new Dreamcast or get another system.
