It sounds like a problem with the voltage regulator. In most modern cars the voltage regulator is built into the alternator.
In some older cars the voltage regulator is separate. You could check this out by looking at a repair manual.
If the voltage regulator is built into the alternator you should check the voltage coming out of it.

Loose steering could mean different things. If you're driving down a smooth road and you notice that you have to turn the wheel quite far before the car actually changes direction than you probably need to look at your tie rod ends and any other joints int the steering.

I had a 1990 4runner with the 22re and it was leaking from the timing cover. The timing chain needed replacing and it was loose enough that the chain broke the plastic chain guide and was hitting the side of the timing cover. This caused the seal to fail and the oil to leak. It sounds like you have the wrong size belt. If you still have the old belt you should compare the length and width of the belt. If the old belt was still working than the width should be okay. If the old belt was really worn out than it'll be skinnier than a new belt.

I worked in a window plant for a couple of years where they made windows with vinyl and PVC frames.
Vinyl window frames tend to insulate better than aluminum. Aluminum is more durable and expensive.
For residential use I'd go for Vinyl or Wood frames if you can afford it.
For commercial or industrial aluminum would be the way to go.

It sounds like you ruled out most of the possible electrical problems. It could be a fuel problem.
Try changing the fuel filter. They're actually supposed to be replaced as regular maintenance around the same frequency as changing the air filter.
If that's not the problem it may be a bad fuel pump.

Your best bet would be to buy 2-stroke motorbike oil from your local hardwarestore/bike shop and mix it to the ratio recommended on the back.
If the oil bottle says mix it at 40:1 than the manufacture designed the oil to be mixed that way. There are often additives used that would really gunk up your engine if you double the oil by running 20:1 or something like that.

4 wisdom teeth. And I had to have my 2 baby eyeteeth (cuspids) pulled because my adult eyeteeth were impacted and they were going to come out in the roof of my mouth. The oral surgeon did surgery to expose my adult eyeteeth and then hooked them up to braces and pulled them into place.

I assume you're talking about a quick release. It's basically an over center cam lock. To remove the wheel all you have to do is flip the lever back and the wheel will come off. If it's a truck I'd pick the Toyota. I owned a ford ranger, a GMC 2500 diesel and a dodge dakota before I got my toyota. The toyota is more reliable and better on gas. It definitely wouldn't win a race against any of the other trucks I've owned.

I drive older vehicles so I like to keep alot of tools and stuff with me so I can fix my own car if I break down on the side of the road. I think the most used item is my tow-strap. If you have wiring for trailer lights it could be causing the problem. Check in the small compartments in the back where your tire change took kit is and the compartment on the other side for trailer wiring.

It is most likely a vaccuum leak. So check the vaccuum hoses. Most 4runner have a vaccuum advance so at idle it advances the timing a bit.
The other problem may be that it's an exhaust leak. I don't know why but if your manifold or y-pipe is leaking it could cause this symptom. I think this is less likely though.

There is a button other than the ECT mode button and it's called the shift lock. I've never used it before. I looked in my manual and it says that if you push that button it will cancel the shift lock that is normally cancelled by pushing on the brake. This would allow you to shift without pushing the brakes.
