One word, corruption. It doesn't cover all the problems. Tribalism and a lack of infrastructure are slowing things. But the infrastructure problem, at least, could be largely solved if the corruption was stopped. And much of the corruption is based around tribalism.

Quality is a better thing than variety. That said, I think one out of the three is a real improvement and qualified for the job. All of those would work (though the peppers aren't an herb). I would skip the dill, though. It can spread everywhere. The peppers you can grow all years indoor if you would like. Cayenne peppers make gorgeous house plants if you have no children. DON'T do it if you do have small kids. The howl you will hear when they mistake the pretty red peppers for candy is indescribable.

The hunt is humane, the seals are not endangered, the population levels are reaching the point at which there would have to be a cull if there wasn't a hunt. How would evolutionary theory account for the sense of justice ingrained in the human heart and evident throughout history? If life boils down to just chance, natural processes and matter in motion, how does right and wrong fit in?

There would be a bench warrant for his arrest. But don't worry him too much. The police aren't coming for him in the middle of the night. If he does get pulled over again, though, he may have a chance to find out what a night in jail is like. Better he should talk to someone and get it cleared up.

In general (you weren't holding hostages there, were you?), police need a warrant to search your home. Anything they take must be listed and inventoried. Not quite the same as leaving a note, but a little more thorough.

If you wish to leave your job and your boss finds out and tells the other company not to hire you because you'd probably leave them too, it would be wrong, but in all likelihood, not illegal.
