Seems a very unfortunate incident. As you no doubt are aware, 35mph is above the speed limit(presuming it was in a 30mph zone). The last thing your son should have done is move the child, any first-aider will tell you this is not the done thing. Possibly your son was in shock and not thinking straight. I hope the child is OK.
