Tricorders have been invented, at least partially. Vital Technologies Corp has invented a device that scans for electromagnetic radiation, temperature, barometric pressure, and light and color levels in the immediate area. It has been designated the Mark I (Roddenberry's Tricorder is the Mark VII), though I'm not sure if it's actually called a "Tricorder" or not.

Short answer no, long answer no with a but.
While it's true that you don't really develop a tolerance for pot, the high does change over time. One's high will start to get muddy after, say, a week of smoking once daily, but if you give yourself a day off every couple of days this goes away. Only really heavy users really need to worry about this.
