This is actually becoming somewhat of a trend. Not necessarily an entire base, but U.S. military bases are now hosting foreign militaries. In Idaho, Mountain Home AFB is going to be supporting a squadron or two from Saudi Arabia and already has a few squadrons from Singapore.

Prison populations should not be "used" as if they were slaves. I think more opportunities for self-growth, mental health services, and job training for inmates eligible for parole is a better alternative than forcing them to become slaves.
