I'm not familiar with that word, but merriam-webster defines it as "annoyed, irritated". Is being irked different than being simply annoyed? Anyways, I do get irritated easily. It goes away as suddenly as it comes, I just shake it off and let it go. Sometimes that's all that you can do.

Of COURSE! On the grounds that they are life partners and should discuss any concerns they may have with each others spending. Maybe it's for the wife's own good. I know my mom stops my dad from making a lot of unnecessary purchases, and my dad does the same. It has worked well for over 25 years.
