    Cuz he had it "slip" onto his finger more than Sam ever did.

    Well of the two choices given, Frodo is a no contest. Sam wore the ring only once or twice if I remember rightly, and Frodo, although cautioned by Gandalf never to wear the ring early in the book, does wear it far more than that.

    If there are no 'options' in the choice then the obvious character to wear the ring for longest would be Sauron - it was his after all. Then would undoubtedly come Gollum. Then Bilbo, Frodo and Sam, with Isildur and of course Tom Bombadil last. Don't think I've missed anyone out.......
