    False.

Of the approximately 400 talks given since 2006, only 2 have specifically addressed the payment of tithes. Yoshihiko Kikuchi gave a talk specifically on the payment of tithes in April 2007 called "Will a Man Rob God?". Prior to that, Daniel Johnson gave a talk in October 2006 called "The Law of Tithing".

I would argue that the last 5 years of conferences can be summed up as follows: Faith in Christ, Obedience, Family, Repentance, Service, and Love. Talks given specifically on the payment of tithes were rare, at least going back 5 years. I'm certain many of these other talks also mentioned the importance of paying tithes, but they were not written specifically on tithing.

Here are the links to the Ensign articles for the talks given October 2010: http://lds.org/ensign/2010/11?lang=eng

As East Hill pointed out half of a percent hardly qualifies "Pay" to be part of the summation. A better summation would be what are often referred to as the standard Sunday school answers:
    "Read your scriptures"
    "Say your prayers"
    "Go to church"
    "Keep the commandments"
    --
Or if you want to do catchy one worders:
    Pray, Obey, Apprehend, Attend

    More True than False

"Pay, pray, and obey" are the most commonly covered topics covered at conferences of late (or it seems that most addresses seem to end up at one of these destinations anyway). However, I could not in good conscience vote "True" because there have been a few addresses that have covered other topics like service, the temple, the strength and blessings of Mothers, the priesthood, family, etc.
