how to save photoshop layers individually as jpgs with on top template layer file always still?

    individual layers within photoshop will default to saving as .psd files. Save as 'optimized for web' to save individual layers as files 'separate from photoshop'; open these files each in a separate (not photoshop) editor then save again in the file format of your choosing.

    You can't save as JPG using PS, only as PSD. Each layer will have to be saved as JPG and then converted into the preferred file format.
