After a man cums, his penis usually loses some or all of it's rigidity. How much varies from man to man, and also how turned on he is.

Personally, I have pulled out and been almost totally limp (usually after I've been lying there for a while because my wife didn't want me to pull it otu).
Most of the time I am still partially erect when I withdraw, usually 50% to 75% of fully erect.
And occassionally, I am so turned on and feeling so frisky that I am still fully erect when I withdraw. My wife loves it when that happens because she knows she's getting seconds right away.

I stay mostly hard after cumming. If I am horny enough, I will stay completely hard & keep going. If I start to lose my erection, all she has to do is start playing with herself, I will get hard again.

sometimes after cumming in you, by then, with an interval guys are getting slightly or even fully erect again for a variety or reasons...Some don't pull out and just bulk up and go at it again, some pull out but are obviously stiffening. I usually take this a sign of continued interest and apply oral to get the hard on full enough for another round of penetration.. and most guys respond well to this tactic...
