Is an IQ test question valid if you need outside information to answer it correctly?

If a question does not contain all the information needed to solve the problem, is it a valid measurement of intelligence?

    The IQ test is written for educated Americans only. I've read quite a few interesting articles on the cultural literacy needed to take the test. That isn't to say that there is anything wrong with this, as the IQ test by nature can only measure a small range of intelligences. It's just another thing for people to either excel or fail.
