Gas Furnace heating in any case is much more efficient then electric heat as the temperature differential is much higher (Return air VS supply air) and consumes a lot less energy.

Being that this is for a garage, if it is not insulated properly you will never be able to keep it warm or cool so I would start there (Just pointing out the obvious as some garages are not finished).

Depending on where you live (No go for northern states) you also have another option which would be a Ductless Heat Pump System which would be Air Conditioning and Heating.

my shop is larger than 2 car, and heated with electric baseboard. I do not turn it off and it heats all the time. In a quick heat up gas wall unit will work well. using a fan to circulate the heat helps greatly.
