    NO.
Let's say for a moment that CO2 really is a pollutant and not a naturally occurring gas essential to life on Earth. What is limiting CO2 emissions going to do to stop the accumulation of CO2 in the atmosphere? What is putting selective taxes on those emitting it going to do?
Nothing. It may lower the rate somewhat, and it will definably make the poor poorer, but it's not going to stop it. The only way to do that would be to switch to technologies which emit no CO2, which isn't feasible currently.
With all the focus on CO2, which isn't even a pollutant or harmful in it's current or projected future concentrations, we are forgetting about REAL pollution that is quickly becoming a problem. There are increasing levels of anti-depressants, amphetamines, arsenic, and uranium in most tap water supplies in US cities. Right now they are trace levels, but if left alone, they will become a serious problem as they accumulate. New methods of filtration need to be developed to combat this. One of many environmental problems being shoved under the rug by the followers of the Church of Anthropogenic Global Warming.
