Where do you get this data?
The 20,476,000 is Russian manpower fit for military service (see CIA World Factbook here: https://www.cia.gov/library/publications/the-world-factbook/geos/rs.html)
That doesn't mean they're actually IN the military. There are about 1.25 million people on active duty in the Russian military - see http://www.globalfirepower.com/active-military-manpower.asp and another 2.4 million on active reserve.
China has about 2.25 million in active service, with about 800,000 on active reserve.
The US has 1.4 million in active service and 1.4 million more on active reserve, with about 60 million fit for military service.
North Korea has about 1.2 million in active service and almost 5 million on active reserve since in N. Korea, virtually the entire physically fit male population between 18 and about 40 is on active reserve.
