A clergyman? No. I do believe in religious freedom, and I don't think the government should tell the churches what they must include as part of their religion.

A city official? Yes. Unlike clergy, city officials must follow the dictates of the government, not religion. If the government decides that gay marriage will be legal, then city officials will need to honor that. If they can't, then they are free to find another job, perhaps in the church.

Basically what I am saying here is that I believe church and state should be separate.

Clergy no, civil servant yes, if clergy do wish to perform the service than no one should be able to stop them including higher religious authority. Religious orgs should be protected to perform gay weddings if they wish to.

I don't see this happening with religious organizations.

Religious organizations may refuse to marry a couple for many reasons not related to this as it is. It would also be no different than a Rabi refusing to marry a couple who are not Jewish, for example.

A civil official would be different, however. Civil unions will follow the civil laws, and so long as the couple meets them, then they can marry.

Now, if an individual civil official has a problem with this, then he/she may have someone else perform the ceremony...however, they cannot BLOCK the union. HOWEVER, refusal to perform a legal civil union may result in civil penalties up to and including loss of their job as a result.
