I agree with Labman. If you were able to replace your main then you have some understanding of electricity (I hope). Use a volt meter to check your incoming service at the main. These checks will be perfomed at the top of the bus where the two main lugs are.
The volt between each. leg and ground bar should be 120 volts and between both legs should be 240 volts. If you only have one leg then you need to call your power company. If you have both legs and don't know where to go from there, please call an electrician to help. Better safe than dead. Good luck.

Check with the power company. You may be missing one leg coming in.

In mist new homes you will have 2- 120v and a ground, or common line.
These will be 2 black and a braided or white wire.
In your panel tou will see that the 2 black wires go into lugs at the top if the breaker panels.
These lugs connect the bar which holds the breakers. These bars come down under the breakers in an alternating pattern so every other breaker going down the panel is on the same bar.
Any 220 breaker will draw 2- 120v lines, one each from the two different bars.
Some older houses may only have 1 120v line coming in.
If you have 2 120v lines coming in, check to see that each line us hot.
There could be an interuption in the line coming to your house.
Check not just at lugs, but also pull the breaker that is not working and test the bar it sits in.
If you are getting power at the lugs but not down the bar, it is either your service breaker or the bar is damaged.
If the bar is hot, then it's the breaker.

How many breakers are in the box? Are you running single or 3 phase?
What do you have connected to the box? How much current are you drawing?
