If a boss and her secretary are working in Starbucks and the Secretary has obviously made some mistake (not sending an e-mail) is it justified for the Boss to start yelling and reprimanding the Secretary ?

It's never justifiable to yell at an employee. That can be grounds for dismissal.

Everyone makes mistakes ... better to just encourage her to do better next time -- much more constructive and much more professional.
