No. It's not the chapters, but the content that matters. If you have 30 chapters of a technical book, it means you're probably covering the topic in easily indexed sections.

If you're writing a romance novel set in the civil war and each chapter has a 100 pages, then yes, 30 chapters is too much.

If what you've written is just plain crappy then none of this matters.

Not as a rule. Some authors have many short chapters, while others have a few longer chapters. I would not think the number of chapters has any bearing on the quality of the book.

So long as it's a good book- no. I've been put to sleep by books that had far fewer chapters.

no 30 chapters aren't long for a book especially when you like it ..
it also depends whether the book is boring because some books with like 5 chapters before going on another scene ; it's for novels but for learning books 30 chapters aren't long it just covers short of the topic .

A standard novel should be 60k-100k words, divided into however many chapters you wish.

if the book is a good read, than the chapters are well worth the time and effort.

I don't care how long the book is. I usually look at the cover to see if the title is good and, read the back for the main reason of the story. As a child I read a book with over fifty chapter but, it was only 114 pg. long. I read anything that sounds good.
