Is slight soreness from running that never gets any worse a reason to stop? Does running have to be completely pain free for it to be safe?

Walk/Jogging is my exercise of choice for about 3 - 4 months now; I have been getting muscle cramps in my rib cage. I also do weight bearing exercises for about a half an hour afterward and then a little stretching. What does my body need?

I self diagnosed myself with Iliotibial Band Syndrome. The pain (L side of knee cap) gets worse the longer I run. I have been off running for almost 2 months and recently tried and it is still very painful! Could it be something else, how do I fix it?
